Milltown Street Bridge Replacement

The Milltown Street Bridge reinstatement project formed a key part of Bury Council’s infrastructure recovery by restoring community connectivity following the destruction of the former bridge during the Boxing Day floods of 2015.
Bethell was appointed as Principal Contractor and held full responsibility for coordinating the final design, engaging with stakeholders and the local community, and delivering the works safely and efficiently.
The final project design involved the construction of a new 50-metre single-span steel bridge, which reduces the risk of future flood damage as its design is higher above the river than its predecessor. The single-span structure negates the need for in-river supports, improving long-term durability and reducing maintenance. Following a structural assessment, the remaining bridge structure and redundant pier were carefully demolished and removed. Bethell also implemented measures to manage invasive plant species, protect local wildlife, and enhance riverbank and green space habitats.
During the initial collaboration between all parties, it was agreed that, where possible, British-made materials would be sourced to complete the works. Following a review of numerous suppliers, a British-based manufacturer of steel structures was contracted to design and manufacture the bridge.
Due to the structure’s size, the bridge was fabricated off-site in three sections before transportation to the site. Sections were joined together in an assembly area before lifting into place. A carefully engineered lifting operation was executed, with a crane positioning each section into place and forming the completed span.
To accommodate the bridge’s increased height, ramps and footways were constructed to provide access for walking, wheeling, and cycling. Lighting was installed to enhance the aesthetic scenery and ensure the bridge remained safe and accessible during the night.
Early engagement with stakeholders, the Environmental Agency, and the specialist supply chain ensured fabrication slots, transport arrangements, and lifting equipment were secured well in advance to reduce the risk of delays. We proactively communicated with residents and transport authorities to minimise disruption and maintain positive relationships. Our open door stakeholder approach allowed invested parties and local community groups to actively participate from day one.
Through proactive planning and strong commercial oversight, the project was delivered in line with the construction schedule, within the approved budget, and all milestones were achieved. Bury Council commended the Bethell team for our transparent communication, collaborative approach, and ability to respond promptly to evolving project requirements.
Delivering social value was a key priority for the project. Wherever possible, we engaged local people and businesses, local employment, training opportunities and supply chain spend. We partnered with nearby STAR Academy high school, located close to the bridge site. Students were invited to attend the official bridge opening, where they participated in the ribbon-cutting ceremony, creating a memorable and inclusive milestone for the project.
Following the event, we delivered an interactive STEM session on the bridge, providing students with a unique, real-world insight into the project. The session explored key engineering principles and highlighted the wide range of career opportunities within the construction industry, helping to inspire the next generation of engineers and construction professionals.
The successful reinstatement of Milltown Street Bridge stands as a testament to our capability to deliver complex infrastructure projects safely, reliably and collaboratively with our clients and communities. The completed works form part of Manchester’s Bee Network and will generate lasting benefits for the community while reinforcing our reputation for high quality and safe project delivery.
